Beyond symbolizing the balkanization of the NGOs and the impotence of the government,  can you imagine how thoroughly demoralizing it must be to the Haitian people, six months after the earthquake, to be drowning in rubble — many fearing, I imagine, that the rock piles might somehow be permanent?
