Because the caption is generic, I can’t tell if these two women — surrounding the south Trade Center reflecting pool with other family members — are mothers, daughters, wives or sisters of 9/11 victims.
What I can say is how novel it was, amidst the saturation of red-white-and-blue, and the presence of American soldiers, and of George Bush himself (whose inspiration, from the ruins of this site, was vengeance on Iraq and Islamic terrorism) to discover, in this one photo, among at least a thousand I looked at, the ritual of Muslim prayer.
