A dominant theme in the press lately has been the shifting ethnic and tribal alliances in Iraq, and how this reality makes it impossible to define what we’re doing, let alone tell if we’re “winning or losing.” The administration always like to break things down according to who is wearing the white hat and who is wearing the black hat. As in Afghanistan, however, people in Iraq seem to have closets full of hats. Especially these days.
